The device is a blocking oscillator, working in auto oscillating mode. It is powered by a single half-period rectifier (D1, C1) with a voltage of about 300 V. Resistors R1, R2 limit the inrush current of the device and works as a fuse. The MJE13005 transistor and the pulse transformer are the heart of the blocking generator.
